Goods cross the border by air, land or sea. A lot can go wrong with these transports. Goods are damaged or even lost in transit, which may affect the carrier's liability. Cargo theft also occurs on a regular basis. In order to cover all these risks in the best possible way, both the carrier and the person responsible for the goods must take out appropriate transport insurance.

The insurances covering the risks of transport of goods are in principle not governed by the General Insurance Act of April 2014. 

Carriers want insurance cover for their liability and their means of transport (airframe/hull). Interested parties benefit from goods insurance (cargo).

Over the years, standardised forms have been developed for insuring goods, such as the English Institute Cargo Clauses, the Dutch Stock Exchange Policy or the Antwerp Freight Insurance Policy of 2004. The Antwerp Freight Insurance Policy not only insures the transport of goods by sea, but also the transport of goods by other modes of transport, such as air transport.

The Royal Belgian Association of Transport Insurers ("ABAM BVT") has also drawn up a CMR policy for road transport which provides cover for the liability of the road haulier in accordance with the provisions of the CMR Convention.

In addition to a specific transport insurance, a road haulier must also provide appropriate Mandatory Third Party Liability Insurance at all times.
